صدر هذا الكتاب في الفترة الساخنة التي تولى فيها الإسلاميون الحكم بالدول التي اندلعت فيها ثورات "الربيع العربي"، حيث برزت تساؤلات عن نموذج الحكم الذي سيطبقه الإسلاميون في إدارة شؤون الدولة الحديثة، وكيف سيوفقون بين مقتضيات الدولة الحديثة وبين شعاراتهم الإنتخابية المعروفة، بدءاً من تطبيق الشريعة ومروراً بأسلمة الدولة وإنتهاء بالعودة إلى فكرة الخلافة.
ويستعرض هذا الكتاب التحديات الحقيقية والعقبات المعوقة التي ستواجه الإسلاميين في تنفيذ هذه الشعارات، كما أنه يسعى كمحاولة أولية للبحث عن نموذج ملائم يحكم فيه الإسلاميون الدولة الحديثة، وفي سياق البحث عن هذا النموذج يقوم المؤلف بمناقشة ثلاثة تجارب مختلفة خاضها الإسلاميون في العقود الماضية لحكم الدولة المعاصرة، وهي تجربة الإمام الخميني في إيران، وتجربة طالبان في أفغانستان، وتجربة أربكان في تركيا.
ويستعين المؤلف - في سعيه للبحث عن النموذج - بخبرته الغزيرة في العمل الإسلامي الراهن، حيث واكب تطورات الحركة الإسلامية منذ منتصف الستينات، وشارك في حواراتها ومناقشاتها، وتولى رئاسة تحرير مجلة "المجتمع الكويتية" منذ نهاية السبعينات حتى مطلع التسعينات، يوم كانت مجلة المجتمع تعد من أهم مؤسسات صناعة وتوجيه الرأي السياسي في الحركة الإسلامية العربية.
كما شارك في كثير من الندوات والمؤتمرات وحلقات النقاش التي أقامتها مراكز الفكر في الغرب حول هذا الموضوع، ولعل توليه مناصب وزارية وإقترابه من آليات صناعة القرار في الدولة الحديثة أضفت إلى خبرته آفاقاً جديدة، جعلته قادراً على تناول هذا الموضوع الشائك في صبر وأناة.
