يندرج هذا الكتاب في سياق نشر الأعمال الفكرية الأخيرة للفيلسوف الفرنسي ميشيل فوكو (1926-1984). ومن هذه الأعمال دروسه التي ألقاها في "الكوليج دي فرانس" في السنوات 1971-1984. وتولت هذه العملية مجموعة من تلامذة الفيلسوف على رأسهم: فرانسوا إوالد، وانيال ديفار، وألخندرو فونتانا... إلخ.
ويتساءل ميشيل فوكو في هذه الدراسة عن مُلاءمة نموذج الحرب لتحليل علاقات السلطة، وحدّد السلطة بشكلين: السلطة الانضباطية التي تُطبّق على الجسد بواسطة تقنيات الرقابة ومؤسسات العقاب؛ والسلطة الحيوية التي تُمارس على السكان والحياة والأحياء. وبتحليله لخطاباتٍ حول حرب الأعراق والغزو والاجتياح، ولا سيما خطابات هوبز، وبولانفيلييه، ومونلوزييه، وبوات-نانسي، وأوغسطين تييري... إلخ، بيّن ميشيل فوكو "جينيالوجيا السلطة الحيوية" و"عنصرية الدولة الحديثة"، وأكد أن منطق العلاقة بين السلطة والمقاومة ليس هو منطق القانون، بل منطق الصراع: إنه لا ينتمي إلى نظام القانون وإنما إلى نظام الاستراتيجية. وعليه، فإن السؤال الذي يطرح نفسه هو: هل من المناسب قلب مأثور كلوزفيتز، والقول "إن السياسة هي استمرار للحرب بوسائل أخرى"؟. تمّ إلقاء الدروس المنشورة في هذا الكتاب ما بين شهر كانون الثاني/جانفي وآذار/مارس 1976 في "الكوليج دي فرانس"، أي ما بين صدور كتابيه: المراقبة والمعاقبة (1975)، وإرادة المعرفة (1976).
