يتناول هذا الكتاب - بحسب المؤلف - الفترة الزمنية، من بطرس الأكبر حتى فلاديمير بوتين - وكلاهما لهما بصمات كبيرة على صفحة السياسة الروسية - وهدف الخوض في تفاصيل أحداث تلك الفترة، لمعرفة مدى التشابه والاختلاف بين أدوار روسيا بالشرق الأوسط، عبر المراحل المختلفة. كما هدف أيضاً: معرفة أسباب الاهتمام الروسي بالشرق الأوسط وإشكالياته، وهل يعود إلى خلفية مصالح اقتصادية، أم جيوبوليتيكية، أم لأغراض دينية، أم لهذه الأسباب مجتمعة؟ ويتابع، وكان القصد أيضاً وأيضاً معرفة مدى التأثير الروسي في ملفات وأحداث الشرق الأوسط، وهل لروسيا تأثير فاعل في مجرى الأحداث، وما هي الأسس والقواعد الجديدة التي اعتمدتها موسكو في رسم سياستها الشرق أوسطية، ووفق أية اعتبارات؟ تأتي أهمية هذا الكتاب من كون مؤلفه قد ضم فيه خلاصة أبحاث واسعة شملت حقبة طويلة امتدت لأكثر من ثلاثمائة عام. لم تُعالج موضوعاته قبل اليوم، خصوصاً أن التواصل والترابط بين روسيا والشرق الأوسط بكل مكوناته، لم ينقطع طيلة تلك الفترة، والمساحة التي تبدأ من المغرب العربي حتى شرق سيبيريا تكادُ تختصرُ تاريخ العلاقات بين الدول، لا سيما العظمى منها، وكانت مسرحاً لأهم أحداث ثلاثة قرون، وعلى وجه التحديد، بدايات الاستعمار وحروب الإمبراطوريات الواسعة، وثورة أكتوبر للعام 1917، والحربين العالميتين، وانفراط الاتحاد السوفياتي، وصولاً إلى نسق الأحادية القطبية، والفوضى الدولية الذي لن يستمر. المعلومات الواردة في الكتاب تُعطي صورة واضحة عن مسار السياسة الدولية، وتُعالج خلفيات مواقف موسكو من الأحداث الجارية في الشرق الأوسط وشمال أفريقيا، والاطلاع عليها ضرورة لكل مُتابع ومثقف وباحث، لتكوين صورة واضحة وشاملة عن خلفيات المواقف الروسية، في الحقبات الثلاث: القيصرية والسوفياتية والاتحادية في يومنا هذا.
