بعد مُضي أحد عشر عامًا على مغادرتي للمكتب الاستشاري للوزير، تابعتُ خلالها مسيرة تطوير نظام المعاشات المصري، تلك الرحلة الممتدة من عام 2014 حتى يومنا هذا. أقول بصدق إن الجهود المبذولة، وإن أحرزت تقدماً ملموساً في ميكنة العمل والتطوير الإداري، إلا أنها مازالت بعيدة عن تلبية المعايير العالمية لأنظمة التقاعد، ولم يتم تطوير النظام لتلبية طموحات المصريين، وآمالهم في معاشات كافية لحياة كريمة بعد التقاعد.
لهذا، وبقلبٍ لم يفارقه الأسى على أصحاب المعاشات، ويحدوه الواجب نحوهم، وجدتُ لزامًا عليّ أن أُقدِّم هذا الكتاب. لعلّه يكون نبضًا جديدًا في شرايين الإصلاح، ونورًا يُضيء دروبًا معتمة أمام القارئ المصري والعربي، ليقدم لهم رؤية علمية متطورة لاقتصاديات المعاشات في ضوء المعايير العالمية.
