إن علم اقتصاديات المالية العامة، وهو العلم الذي نتعرف من خلاله على كيفية قيام الحكومات بإدارة الأموال العامة للدولة، للنهوض بوظائفها؛ كحفظ الأمن الداخلي ضد المجرمين والدفاع عن حدود الدولة ضد الاعتداءات الخارجية وتحقيق العدالة وتقديم الخدمات الحكومية المختلفة للمواطنين، والقيام بهذه المهام له تكاليف ويلزمه إنفاق الأموال، وهو ما يعرف بالنفقات العامة. والحكومات تأتي بهذه الأموال من الأفراد من خلال الإيرادات العامة؛ كالضرائب والرسوم، ... إلخ. وذلك حتى تستطيع تمويل إنتاج وتقديم السلع والخدمات العامة.
ولكي تستطيع الحكومة إدارة هذه الأموال تحصيلاً وإنفاقاً فلابد من قيدها في ميزانية عامة تسمى "الموازنة العامة للدولة" وهذه الموازنة التي تعدها السلطة التنفيذية "الحكومة" يتم مراقبتها بمعرفة السلطة التشريعية "البرلمان" والأجهزة الرقابية الأخرى كالجهاز المركزي للمحاسبات، بالإضافة لدور النيابة الإدارية ونيابة الأموال العامة في التصدي للفساد المالي والإداري بأجهزة الحكومة الذي يؤدي إلى الاستيلاء على المال العام أو إهداره. وبلا شك فإن الأحوال الاقتصادية للدولة تتأثر بتوجهات الحكومة وقراراتها من حيث زيادة النفقات والإيرادات العامتين، أو العكس، وهو ما يعرف بالسياسة المالية، والتي تستخدم لتحقيق الأهداف الاقتصادية والاجتماعية للحكومة.
