ينطلق هذا الكتاب من ما يُعرف بـ "مفارقة الحكامة" لوصف الطابع المتناقض والمفارق بين الإرادة المُعلنة من طرف السلطات العمومية لتكريس مبادئ "حكامة معززة"، وبين الواقع الميداني الذي يُكذّب هذه الإرادة. يجد قطاع السياحة المغربي نفسه في مفارقة صارخة بين حكامة "شكلية" تتسم بطابعها "المثالي" و"الواجهي" من الناحية المؤسساتية، وحكامة "فعلية" تُحكمها قواعد لعبة مفروضة ومحكمة من قبل جماعات الضغط ولوبي النفوذ.
