الملاحظ أن الأدبيات العربية التي بحثت في القانون الدستوري والنظم السياسية أغفلت أو تغافلت الحديث عن منصب نائب رئيس الدولة على خلاف البحث في المركز القانوني للرئيس أو رئيس الوزراء أو البرلمان ويثير هذا التجاهل التساؤل عن الأسباب التي وقفت وراء ذلك ، هل هي عدم أهمية هذا المنصب في البلاد العربية ، أو ثانوية المهام التي يقوم بها نائب الرئيس ، أم بسبب اضمحلال دوره وتراجعه في الحياة السياسية عموماً بسبب هيمنة رئيس الدولة ، أو لأن غالبية الدساتير لا تحدد دوراً يعينه لنائب الرئيس و لا تنص صراحة على صلاحياته الدستورية . أم لأن التجربة أثبتت الخضوع التام للنائب لرئيسه ، فنائب الرئيس في غالبية البلاد العربية ما هو إلا ممثل لرئيس الدولة في الاحتفالات والمناسبات الوطنية .
