كثيراً ما نسمع مؤخراً عن مصطلح الدولة العميقة وإمساك مجموعة محددة بزمام السلطة من خلف الستار ومع أن هذا المصطلح شائع في أيامنا هذه إلا أنه من الصعب أن يجد الباحث مراجع وكتابات تلم بهذا المصطلح من جميع جوانبه وتبين ما المقصود بالدولة العميقة وأسباب وجودها وكيفية استمرارها وآليات عملها وبنيتها وقبل المحاولة بتوضيح هذه المسائل لابد من ذكر أسباب نشأة الدولة العميقة من وجهة نظرنا وبما أن ظهور هذا المصطلح مرتبط بظهور الدولة الحديثة في شكلها الحالي اذاً لابد لنا من ذكر نشوء مفهوم الدولة ولو بشيء من الاختصار ثم ذكر نشأة الدولة العميقة في هذه الدولة.
