في 1997 قدمت مؤسسة أميركية تعرف بمشروع للقرن الأميركي الجديد (Project for the New American Century)، إلى الرئيس كلينتون مشروع الهجوم على صدام حسين من أجل تفكيك أسلحته للدمار الشامل. بعد ذلك بست سنوات تبنّت إدارة بوش الفكرة واجتاحت العراق.
منذ سنوات 1980 ومراكز الفكر، مستلهمة النموذجين البريطاني والأميركي، تتزايد وتصعد بقوة. فخزانات الافكار هذه، هي قليلة الظهور، بالرغم من اهتمام وسائل الإعلام المستجد بها، تنتشر بالمئات ضمن الاتحاد الأوروبي ترسخ المفاهيم التي تتأسس عليها المشاريع السياسية للمستقبل وذلك بفضل فرق من الباحثين والاعلاميين العاملين فيها.
من هي هذه المراكز؟ ما هي المعايير التي تقدمها بين السلطة والخبراء والمنشآت الخاصة؟ بعضها يبدو حقاً مستقل والبعض الاخر تابع لمصالح لا تمت إلى الصالح العام إلا بالقليل...
