يؤمن بعض الناس بإله واحد، ويؤمن آخرون بآلهة عدة، ويُعلِن آخرون انهم ملحدون أو لا أدريّون، وعلى الجميع العيش معاً، كما أن على هذه الحياة المشتركة، وفقاً للإعلان الاول لحقوق الإنسان، أن تضمن لكل فرد حرية الضمير، التي تستبعد كل إكراه ديني أو أيديولوجي، والمساواة في الحقوق، التي تتناقض مع التقييم المُمَيَّز لأي إيمان.
إن رسالة القوة العامة تكمن في تشجيع الخير العام؛ وعليه، فمن واجبها أن تكون محايدة على الصعيد الديني، وأن تنمي عبر التعليم الممارسة المستقلة للرأي، وذلك كي يتعلّم الجميع كيف يعيشون معتقداتهم من دون تعصّب وعدم تسامح.
إن العلمانيّة، المفهومة على هذا النحو، ليست خياراً روحياً خاصاً، وإنما هي شرط أساسي لإمكان قيام حياة عامة؛ ولهذا فإنها لا يمكن أن تكون موضوعاً لمفاوضات مستمرة، تجري تحت رحمة تغيّرات المشهد الديني وموازين القوى التي يتضمّنها.
