أخذت كلمة دولة في اللغة الشائعة الدارجة معنيين أو ثلاثة، في المعنى الواسع هي المنظمة أي هي مشروع في خدمة فكرة لها على وجه العموم ركيزة اجتماعية هي الأمة، وبمعنى أضيق تدل الدولة في المجتمع السياسي على السلطات العامة، أي علاقة الحكام بالمحكومين.
ويبقى معنى ثالث اضيق من سابقيه، فالدولة داخل السلطات العامة، تدل على العنصر المركزي، الذي يقابل المجموعات العمومية الاقليمية ، كالمحافظات والبلديات والمنشآت العامة.
ولكننا في هذا الكتاب سنقتصر في الغالب على المعنى الأول الأعم، الذي يفيد التأسيس المبنى على رضا المواطنين والتفافهم على حول فكرة (الخير العام)، ثم تأسيس الدولة كمشروع يتولاه الحكام بالنيابة عن صاحب السلطة.
