في روايته "فتوى" يقحم الروائي عيسى مشعوف الألمعي منطقة وعرة تنتمي إلى حقل المقدس ألا وهي ظاهرة الفتوى في المجتمع الإسلامي، وأثرها على المرأة بالتحديد، بالإضافة إلى ظواهر أخرى تنتمي إلى حقل المسكوت عنه تتمثل بالإنحراف والخطيئة والفساد وزنا المحارم وكل ما يمت إلى عالم الإنحراف بصلة.
والكاتب لا يفعل ذلك بهدف الإثارة والشهرة، بل من خلال تسليط الضوء على قضايا حياتية ملحة يعيشها الإنسان وأصبح مرهوناً لها من دون أن يدري ويتمثل ذلك في الممارسات التي يجيزها لنفسه صاحب الفتوى بعيداً عن جوهر الدين الحقيقي، فبطلة الرواية عاشت منذ مرحلة الطفولة في بلدتها (محايل) في بيت صغير تحكمه العادات والتقاليد والدين، ولكن كل فرد من أفراد تلك العائلة كان يغني على ليلاه، ويسبح في فلكه الخاص به تقول: "فحياتنا عبارة عن أداء واجب لا أكثر، حياتنا ليست للمتعة بل للقهر والحسرات والقلق وأداء عمل وربما مهمة، فأخي علي منذ مراهقته خطفته يد التقرير، وأمي خطفتها يد تسلط أبي، وأنا خطفني ترهيب أبي وأخير معاً".
وفي الرواية وتحت وطأة ظروف معينة تمثلت بوفاة الأب يتحتم على "عزيزة" بطلة الرواية أن تعيش في بيت عمها "طائر" بعد أن باع بيت ابيها، ولم تنتظر طويلاً حتى عرفت أن نظرة عمها لها لا تشبه نظرة العم لإبنة أخيه وإنما شيئاً آخر بعيداً عن قيم المجتمع الإسلامي ... وبعد طول معاناة تمرّ بها عزيزة تتجه إلى حياة اللهو، فتعيش الحياة بحلوها ومرّها،ـ وتضيع في متاهات لا تحمد عقباها ويتعامل معها الجميع على أنها مذنبة، وتنتهي إلى السجن ..
وفي "فتوى" يضيء اللمعي قضايا ساخنة، فيصوّر عبثية الفتوى، ويثبت قدرة الأدب الروائي على مواكبة مسائل قديمة – حديثة، ومقدرته على قرع جرس الإنذار.
