الدكتور حازم عبد العزيز الببلاوي (ولد في 17 أكتوبر 1936) اقتصادي ومفكر وكاتب مصري، يشغل حالياً منصب المدير التنفيذي لصندوق النقد الدولي، وشغل سابقاً منصب رئيس الوزراء في مصر، تحت رئاسة عدلي منصور في 9 يوليو 2013. وهو مستشار صندوق النقد العربي بأبي ظبي واختير في 16 يوليو 2011 نائباً لرئيس مجلس الوزراء ووزيراً للمالية في وزارة عصام شرف. وقد تقدم باستقالته من منصبه 11 أكتوبر 2011 بسبب أحداث ماسبيرو، وقد قًوبِلت بالرفض التام من المشير محمد حسين طنطاوي، وعاد إلى مكتبه في ذات اليوم. تولى رئاسة الوزراء بعد عزل محمد مرسي عن رئاسة مصر، إلى أن قدم استقالة حكومته تحت ضغط إضرابات عمالية في 24 فبراير، 2014.

يتناول هذا الكتاب موضوع اقتصادي غاية في الاهمية ألا وهو دور الدولة في الاقتصاد فقد تغير وتطور هذا الدور منذ الثورة في الخمسينات من القرن العشرين إلى هذه المرحلة التى يتناولها الكتاب وهى التسعينات فنجده يقوم بشرح مقدمة ضرورية ملمة للمصطلحات الاقتصادية التى وضعها المؤلف كارضية يقف عليها القارئ ثم يبدا بعد ذلك مناقشا دور الدولة واتساع حجمه وتطور اشكاله وعلاقة هذا الدور بالمالية العامة وفي الباب الثاني يتناول اقتصاد السوق ومشكلات التخصيصية والشروط الواجب توافرها والتعليمات الواجب اتباعها في هذه الحالة وكذلك يتحدث الباب الثالث عن احياء السوق والقيم الاساسية وراءه وذلك بالتعرض لبعض المذاهب الفكرية المتعلقة بهذا الموضوع واخيرا في الباب الرابع الاطار الدولي والاقليمي والتطورات التى لحقت به. يقوم بهذه الدراسة رجل له وزنه في الاقتصاد والسياسة يدور في فلكهما فلا يوجد فاصل بينهما وذلك دون ان يتبع أسلوب يصعب فهمه على القارئ.
