روائي وصحفي وسياسي بيروفي/ إسباني.
حصل على جائزة نوبل في الأدب عام 2010.
برز في عالم الأدب بعد نشر روايته الأولى "المدينة والكلاب" التي نال عليها جوائز عديدة منها جائزة "ببليوتيكا بريفي" عام 1963 م وجائزة "النقد" عام 1998 م.
وقد ترجمت إلى أكثر من عشرين لغة أجنبية.
وتتالت أعماله الروائية، وتعددت الجوائز التي حصل عليها، وقد كان من أشهرها حصوله على جائزة ثيرفانتس للآداب عام 1994 م، والتي تعد أهم جائزة للآداب الناطقة بالإسبانية.

هذه رواية مزلزلة، في ما تحتويه من أفكار وما تعرضه من مشاهد، ولسوف يخرج قارؤها (كما خرج مترجمها) مبلبل البال، محيَّراً، مستمتعاً، مستهجناً وحين يطوي صفحتها الأخيرة سيجد نفسه أمام السؤال الحتمي، وبعدُ؟
في الرواية صراع (وهل تكون رواية بغيره؟) بين معسكرين، قوتين، وقد يتبادر إلى الذهن أن الكاتب يمثل (أو يتبنى) أحد طرفي الصراع، ولكن مهارة "بارغاس يوسا" - أو إحدى مهاراته - هذه رواية مزلزلة، في ما تحتويه من أفكار وما تعرضه من مشاهد، ولسوف يخرج قارؤها (كما خرج مترجمها) مبلبل البال، محيَّراً، مستمتعاً، مستهجناً وحين يطوي صفحتها الأخيرة سيجد نفسه أمام السؤال الحتمي، وبعدُ؟

إنك ما إن تنحاز إلى جانب، بفعل قوة الحجة أو دلالة التصرف أو التعاطف الوجداني، حتى ينتشلك الكاتب، بفعل العوامل عينها، ليحطك في صف الجانب الآخر.
وقد يتساءل متسائل يسعى إلى تبسيط الأمور: هل تحاول الرواية المواءمة بين الثورية الفوضوية (في أواخر القرن التاسع عشر) والتعصب الديني المنطوي، في جانب منه، على رفض الظلم؟ هل المواءمة جادة أم ساخرة؟ إن في الرواية عشرات القرائن على هذا ونقيضه في آن واحد.
