انتقل مع أسرته إلى القاهرة وهو في الثامنة من عمره ولم يكن يعرف كلمة واحدة باللغة العربية، ما شكل له تحدياً منذ نعومة أظافره كي يمتلك تلك اللغة ويستطيع التعبير بها على أفضل وجه، وهو ما يزال يشكل هماً كبيراً لديه، حيث يحرص على العمل المتأني وانتقاء تعبيراته وتراكيبه اللغوية بعناية كبيرة حتى يصل إلى الشكل الذي يشعره بالرضا، وهو ما جعله مقلاً في أعماله، لكنه لا يعنيه أن يكون غزير الإنتاج، كما لا يهتم أبداً بالأضواء وذيوع اسمه إعلامياً، ويعمل كراهب حقيقي داخل منزله في صمت وتصميم على الإبداع الأصيل الذي يصمد أمام السنين ويتم حفره في التاريخ.
تخرج في كلية الآداب من قسم الصحافة عام 1963 عمل في قسم التوزيع بمؤسة أخبار اليوم وفضل أن لا يعمل في الصحافة حتى لا تؤثر اللغة الصحفية السريعة والبسيطة على كتاباته الأدبية.
حصل على جائزة الدولة التشجيعية عام 1992 عن مجموعته القصصية عروس النيل.

اندو – ماندو (هنا – هناك) مجموعة قصصية جديدة للكاتب المعروف يحيي مختار تضم عددا من أجمل القصص التي يتناول فيها المؤلف برهافة واقتدار جانبا من قصة النوبة مجسدة في قرية "الجنينة والشباك" الغارقة بحكاياتها وبيوتها تحت الماء وحياتها في الذكريات. سبق ليحيي مختار أن قدم للقارئ عام 1973 مجموعته القصصية "عروس النيل" التي عرفت بالرباعية النوبية، ثم "جبال الكحل" في 2001، وأيضا روايته البديعة "مرافئ الروح" عام 2004. في "إندو – ماندو" يعيد الكاتب خلق قريته داخل قلبين عاشقين تربطهما أمال وانفعالات وأسئلة حائرة عميقة: هل ثمة حب بلا وطن؟ هل ثمة وطن بلا حب؟ يكتب يحيي مختار قصة العطر الذي يفوح باحثا عن جذوره، عن زهرته التي بترت، عن حقيقة وجوده. ويظل السؤال معلقا في سماء: هل يتمكن العشق الجارف من إنقاذ الماضي والمستقبل
