استاذ متمرس، حاصل على شهادة الدكتوراه في القانون عام 1998، عميد كلية القانون / جامعة الكوفة من 2006 الى 2010، ثم وزيراً للتخطيط من عام 2010 الى 2014 ثم عضوا في مجلس النواب العراقي لدورتين وبعدها رئيسا لهيئة المستشارين والخبراء في رئاسة الجمهورية، لدي اكثر من 40 مؤلف بعض منها منهجي واكثر من 50 بحث منشور في المجلات والدوريات العراقية والعربية المحكمة.

من ابرز ما يميز النظام الجمهوري عن الوراثي تأقيت مدة ولاية الرئيس ومسؤوليته في النظام الجمهوري، في الوقت الذي يبقى فيه الملك في سدة الرئاسة مدى الحياة أو طالما كان متمتعاً بالأهلية العقلية ، كما ينأى النظام الوراثي بالحاكم عن المسؤولية تطبيقاً لمبدأ أن الملك لا يخطأ .
والملاحظ اختفاء هذين المعيارين للتمييز بين النظام الجمهوري والوراثي في البلاد العربية إلا نادراً . إذ جرى العمل على بقاء الرئيس في النظام الجمهوري مدى الحياة إلا إذا أطيح به بثورة أو انقلاب ، أما مساءلته فتبقى مسألة نظرية حبيسة النصوص ، إذ لم يحدث إن تم مساءلة رئيس عربي وهو في سدة الرئاسة أو خارجها .
