يعد الوقف في الشريعة الإسلامية من أعظم القربات التي يتزلف بها العبد إلى ربه، والوقف في إصلاح الفقهاء هو: "حبس العين عن تمليكها لأحد من العباد، والتصدق بالمنفعة على الفقراء، ولو في الجملة، أو على وجه من الوجوه".
وفي هذا الكتاب يجمع القاضي عبد الجليل عبد الرحمن عشوب بين أقوال الفقهاء من أهم كتب القدامى والمحدثين. ولم يكن "عشوب" جامعاً لأقوال الفقهاء فقط، بل كان يعارض ويناقش الأقوال ويقارن الآراء، ويظهر التعارض بين الأقوال الواردة، ثم يوجه هذه الأقوال ببيان الراجح والمرجوح منها معللاً وموضحاً الرأي الصائب، وكذا فإنه أضاف في بعض المسائل أقوالاً لغير المذهب الحنفي من أقوال أئمة المذاهب الثلاثة وغيرهم حفظاً لممتلكات التعليمية، حتى يكون معيناً لطلاب العلم الشرعي والمقدمين على التعيين في سلك القضاء الشرعي، فضلاً عن أن الكتاب يمكن له أن يكون دليلاً للقضاة الشرعيين إضافة إلى كتاب الخصاف، وكتاب الطرابلسي المعمول بهما في سلك القضاء الشرعي. إضافة إلى كتب أخرى.
