الفلسفة هي خلاصة التطور الفكري الإنساني في كل مرحلة من مراحل التطور التاريخي لشعب من الشعوب أوللإنسانية عموماً . وهي شاهد على مستوى التطور الفكري والحضاري المادي في كل مرحلة ، والشيء المهم هو أنه بمقدار التطور المادي والحضاري تتطور المقولات الفلسفية وتصبح أوضح وأكثر اقتراباً من الوقائع المادية وأكثر تعبيراً عنها وعن الواقع المادي عموماً ، وهذا ما يمكن ملاحظته حول الفكر والفلسفة الإنكليزية التي سايرت التطور المادي والصناعي والعلمي في إنكلترا وجاءت متلازمة معه ومعبرة عنه في نفس الوقت . الأمر المهم هو أن الفكر أصبح انعكاساً للواقع وتعبيراً عنه إلى حد ما ، في حين تبقى الفلسفة بالتأكيد متشعبة بين المادية ، واللاهوت ، والميتافيزيقيا ، وغيرها من مذاهب الفلسفة واتجاهاتها المعروفة . كان جون ستيوارت ميل ( 1873-1806 ) أحد المعبرات القوية والواضحة عن التطور الفكري الإنكليزي ، واستمراراً لما بدأ به المفكرون الكبار قبله ، سواء والده جيمس ستيوارت ميل أو جون لوك ( 1704-1632 ) ، الذي وضع أسس الليبرالية السياسية الحديثة التي أسس عليها بدوره المفكر الكبير جون ستيوارت ميل .
