تحدثنا عن العنف كظاهرة ملازمة للإنسان وللجماعة، فهذا يعني أن العنف محايث للتاريخ، إذا كان الإنسان صانع لتاريخه فهو إذن مسؤول عن العنف الذي يشهده التاريخ البشري، وإذا كان التاريخ قدراً مرسوماً فمعنى ذلك أن الإنسان لا يمكنه إيقاف مد العنف، الذي ينساب على طول التاريخ، لكن كما يتطور الإنسان والمجتمع والتاريخ، يتطور كذلك العنف؛ فأسباب الحروب ونتائجها، وطبيعة العنف، كل هذا تغير بتغير التاريخ لقد تطور العنف في التاريخ المعاصر إلى أن اتخذ صفة الإرهاب، إنه عنف لا يمكن فصله عن التطور التاريخي الحاصل في نظام العولمة.
يبدو إذن أن العنف ظاهرة إشكالية بإمتياز، إذ بقدر ما هو مدمر للإنسان وبقدر ما يلعب دوراً مهماً في صنع التاريخ البشري، بقدر ما يشكل تهديداً حقيقياً لمصير الإنسانية، وبقدر ما يعتبر أساساً لتثبيت السلطة السياسية بقدر ما يمكن أن ينقلب ضدها.
هكذا فالعنف ضرورة طبيعية لا سبيل للحد منها سوى التربية، كما أنه ظاهرة تاريخية، لا يمكن تقليص مساحة حضورها سوى بتجذير الوعي الكوكبي.
