فِي هذا الكتاب نتعرَّفُ عَلى أَحْوَالِ العَرَبِ الَّذِينَ استَوْطَنُوا الأَرَاضِيَ المِصْريَّةَ فِي القَرْنِ التاسِعَ عَشَرَ وحتَّى بِدَاياتِ القَرْنِ العِشْرِين.
كانَ للعربِ البَدْوِ في أَوَائِلِ القَرنِ العِشْرينَ في مِصرَ وَضْعٌ خاصٌّ لَا يَعرِفُه الكَثِيرون؛ ومِن هَذا المُنطَلَقِ حَمَلَ هَذا الكِتابُ تَقْريرًا نادِرًا عَنهم في تِلكَ الحِقْبةِ يَتضمَّنُ الِامتِيازاتِ الَّتِي مَنَحَها لَهُم بِدايةً «محمد علي باشا»، كإِعْفائِهِم مِن التِزاماتٍ وقُيودٍ كانَتْ مَفْروضةً عَلى طَوائِفَ أُخْرَى. وعَلى صَعِيدٍ آخَرَ يَذكُرُ الكاتِبُ مَا كانَ مِنَ الفَوائِدِ المادِّيَّةِ والاجْتِماعيَّةِ لِتَوْطِينِ العَرَبِ في الأَرَاضِي المِصْريَّة. وكَما ذَكَر ما لَهُم، لَمْ يُغفِلْ أنْ يَذكُرَ ما عَلَيْهم، والضَّرَرَ الَّذِي أُصِيبَ بِه المُجتمَعُ المِصْريُّ مِن جَرَّاءِ وُجودِهم، وأَخْطَاءَ الحُكُوماتِ في التَّعامُلِ مَعَهم، فجَعَلَ بذلِكَ مِن كِتابِهِ مَرْجِعًا سَهلًا لِكُلِّ مَن يَبحَثُ عَنْ أَوْضاعِ العَرَبِ البَدْوِ في مِصرَ قَبْلَ أنْ يَمتزِجوا بالشَّعبِ المِصْريِّ بشَكْلٍ كامِل.
