نظراً لأهمية الضبط الإجتماعي للمجتمع الإنساني فقد وجد الضبط مع وجود هذا المجتمع كضرورة لازمة ينتظم بها أمره وقد أشار إلى ذلك العلامة ابن خلدون في مقدمته حيث ذكر أن الإجتماع إذا تم للبشر فلا بد من وازع يدفع بعضهم عن بعض لما في طباعهم الحيوانية من العدوان والظلم... فيكون ذلك الوازع واحداً منهم له عليهم الغلبة والسلطان واليد القاهرة حتى لا يصل أحد إلى غيره بعدوان وهذا هو معنى الملك...
إلا أن الإستخدام المنهجي للمصطلح لم يبدأ إلا منذ ظهر في كتابات (روس) E. A Ross عام 1901م في كتاب له بعنوان "الضبط الإجتماعي Social Control فوجه أنظار العلماء إلى هذا الموضوع وظهرت فيه بالفعل عدة دراسات وكتب تعالج مسائل الضبط الإجتماعي إلا أن روس استخدمه بشكل واسع فضفاض ليشمل وسائل الضبط مثل الرأي العام، المعتقدات، القانون، التربية، المذهب والدين، بإعتبار أن ما يجمعها معاً هي أنها ظواهر تسهم في تحقيق النظام الإجتماعي.
مما تقدم تتضح أهمية موضوع الضبط الإجتماعي بإعتباره موضوعاً رئيسياً في علم الإجتماع، ولأهمية الموضوع رأينا أن نضع بين يدي القارئ وبخاصة الطالب الجامعي هذا الكتاب التي نحاول فيها الإحاطة بالموضوع ومعالجته مع مراعاة التركيز والشمول ما أمكن.
وقد تم تقسيم الكتاب إلى ستة فصول يتناول الفصل الأول: "الضبط الإجتماعي كمفهوم"، ويتناول الفصل الثاني: "طبيعة الضبط الإجتماعي وأهدافه وأهميته"، أما الفصل الثالث: فيتضمن خصائص الضبط الإجتماعي وأنواعه ويتناول الفصل الرابع: "آراء ونظريات بعض العلماء في الضبط الإجتماعي"، أما الفصل الخامس: "فيشتمل على وسائل الضبط الرسمية ويتناول الفصل السادس: "وسائل الضبط غير الرسمية".
