يتناول هذا الكتاب قضية الحرية بمنظور اجتماعي في سياق تاريخي شامل الأبعاد السياسية والإقتصادية والإجتماعية في مجتمعات أوروبا الغربية، وما ينشغل به عالم الاجتماع في قضية الحرية يختلف بطبيعة الحال عن مجال اهتمام الفيلسوف والمفكر والسياسي ورجل الدين والأديب والشاعر، وزيجمونت باعتباره عالم اجتماع لا يبحث قضية الحرية في إطار الشرائع الدينية أو التشريعات القانونية والاخلاقية، ولا في تصورات الطبيعة الإنسانية، ولا في رؤى وتأملات الأديب وخيال الشاعر، وإنما يبحث قضية الحرية في الإطار الإجتماعي، لذلك هو يرى الحرية كعلاقة إجتماعية، ويؤكد على الأصل الإجتماعي للحرية، ويعارض أن يكون الأصل مؤسساً على الأخلاق أو الدين أو القانون أو الطبيعة الإنسانية.
ويؤكد زيجمونت في هذا الكتاب أن الفرد الحر خلق إجتماعي تاريخي، وليس حالة عالمية للنوع الإنساني، إنه أبعد ما يكون عن ذلك، والغرض من الكتاب الرد على من يزعم أن حرية الفرد شئ طبيعي مسلم به موجود دائماً، وأن وجود الحرية ملازم لوجود الإنسان كحق طبيعي، إلا أن زيجمونت لا يثير في مضمون الكتاب جدلاً مع أصحاب نظرية الحرية كحق طبيعي بكل توجهاتهم الفكرية، أمثال، هوبز، وجون لوك، وجان جاك روسو، وغيرهم، إنما هو يشير إلى أن هناك اعتقاد يدعمه الحس المشترك، ويتخذه علماء الاجتماع كمسلمة أو بديهية، وهي أن المرء سيد أفعاله ومصدرها، وأن المرء يفعل وفقاً لأهدافه ومقاصده، فالإرادة الحرة تفرد كل فرد كحقيقة أعجمية للنوع، وبالتالي تكون الحرية نتاج الطبيعة أكثر من أن تكون ترتيبات إجتماعية.
