روائي كويتي من مواليد عام 1958 حصل على بكالوريوس الهندسة المدنية من جامعة الكويت عام 1982 بدأ الكتابة الأدبية في أثناء الدراسة الجامعية في منتصف السبعينات. أصدر ست مجموعات قصصية منها: “أبوعجاج طال عمرك”، “أغمض روحي عليك”، “مرآة الغبش”، “حكايا رملية”، “سرقات صغيرة”. وأصدر أربع روايات منها: “ظل الشمس”، “رائحة البحر”، “الثوب”، ترجمت بعض أعماله إلى الإنجليزية والفرنسية والألمانية رأس لجنة التحكيم لجائزة البوكر العربية فى دورتها الثالثة 2010.

يأخذ طالب الرفاعي القارئ إلى مغامرة روائية جديدة، يكون هو وأفراد أسرته وأصدقاؤه بأسمائهم الحقيقية، ونبض عواطفهم وقناعاتهم واختلافاتهم، إلى جانب أبطال الرواية. يجالسونهم، ويتبادلون معهم الحدث والآهة والوجع. تزيح "الثوب" الغطاء عن اضطرابات الحياة التحت سطحية للمجتمع الكويتي الراهن، من خلال تعرية علاقة زوج مليونير بزوجته، ودلالة تلك العلاقة ضمن الحراك الاجتماعي، زوج يرتدي ثوباً أطول واكبر من حجمه الحقيقي، يتمدد ويتقلص في الوقت نفسه، في الثوب نفسه. "الثوب" رواية مغامرة في فنية كتابة الرواية العربية الحديثة. رواية التخييل الذاتي، التي تتناول السيرة الذاتية للمؤلف، في انقلاباتها الأبعد. مجاورة ومتفاعلة مع سيرة الواقع الحياتي لأبطاله. و "الثوب" إذ تقدم شخصياتها الواقعية والروائية، فإنها تنسج شخصية "عليان"، من الواقع والخيال، كشخصية متفردة هي "الأنا الآخر" للمرلف، لكنها تتمرد عليه وتضعه امام منعطفات حادة
