وهذا من المطالب الخطيرة التي تشغل الأذهان، وتتلفت إليها الضمائر في مرحلة التحول الخطير التي يجتازها العالم اليوم، فإنه إذا كان كل مكان في الدنيا يحس ضرورة التغيير في بنائه من حيث الاجتماع والسياسة والعقيدة والثقافة فإن التفكير في تغيير الأوضاع الخاصة بتوزيع الثروة وأصول تداولها يأتي في مقدمة المطالب كافة.
ويبدأ الكتاب في الباب الأول بالحديث عن المرافق ومشروعية استغلالها، والباب الثاني يتناول ملكية الثروات بين منطق الأزل، وفطرة الإنسان، والباب الثالث يحدثنا عن الملكية بين الناس، والباب الرابع يتناول الأسوة في ملكية الأفراد، والباب الخامس يختص بالحديث عن دور الدولة في تحقيق الأسوة.
