تظل قضية التربية والتعليم أحد أهم المسائل التي طالما أنعم فيها الفلاسفة والمفكرون النظر، فالسبيل الوحيد لإصلاح أي مجتمع والارتقاء بأفراده هو بث الفضائل والقيم في النشء بجانب دراسة المواد العلمية، ولكن أولًا يجب أن تكون العملية التعليمية ذاتها جيدة وسليمة وترتكز على أسس قوية بحيث تحقق أهدافها، وهو الذي لم يجده المؤلف والفيلسوف الإنجليزي «هربرت سبنسر» في نظام التعليم الإنجليزي خلال القرن التاسع عشر؛ فأصدر هذا الكتاب الذي بيَّن فيه رؤيته للعملية التربوية بأسرها، وشدَّد على ضرورة العناية بعلوم المستقبل الهامة (كالعلوم الطبيعية والبيولوجية) وكذا أمثل الطرق لتدريسها، وقد أشار أيضًا إلى أن العملية التعليمية لا تكتمل على نحوٍ صحيح إلا من خلال عنايتها بتربية الفرد بدنيًّا وأخلاقيًّا؛ الأمر الذي يضفي على عملية التعليم بُعدًا إنسانيًّا هامًّا.
يعتبر سبنسر أحد أكبر المفكرين الإنجليز تأثيرا في نهاية القرن التاسع عشر وهو الأب الثاني لعلم الاجتماع بعد أوجست كونت الفرنسي، اشتهر بنظريته عن التطور، وقد استند على هذه النظرية في وضع الأسس لنسق ومنظومة اجتماعية(سوسيولوجية)تؤكد التطور تجاه تعقيد اجتماعي متزايد وارتفاع درجة الفردية فالمجتمع في نظره مثل الكائن الحي المعقد، يتصف بحالة من التوازن الدقيق ولا ينبغي ألاّ يسمح إلّاـ لعملية التطور الطبيعية بالتأثير في نموه.
