يتناول هذا الكتاب موضوع مهم هو موضوع الإعلام ودوره في الانتخابات في ليبيا . فمنذ ان ظهرت الانتخابات في ليبيا وفق اول دستور حديث لها في بداية الخمسينات من القرن العشرين كان للإعلام دور في تعزيز مشاركة الليبيين في الانتخابات ، ولكن هذا الدور ورغم قوة الإعلام الذي يعتبر السلطة الرابعة إلا انه كان ضعيفاً خاصة بتوعية المواطنين بالممارسة للسلطة وكان هذا الإعلام ولازال ضيف رغم ان دوره في الدول الديمقراطية كان سبباً في ممارسة شعوبها للديمقراطية وذلك لأطلاق العنان الإعلام في توضيح كل شيء وبكل شفافية .
سوف يكون هذا الكتاب من بابين الاول بعنوان دور الوسائل الإعلامية في التوعية بالحقوق الانتخابية ، أما الباب الثاني بعنوان وسائل الإعلام ودورها في تعزيز مشاركة المرأة الليبية في الانتخابات الليبية
