بينما تدرسُ العلوم الاجتماعية الإرهاب بأسبابه، وتنويعاته، ونتائجه، وبتاريخ آثاره، محاوِلةُ تفسير طريقة تطوّره عبر الزمان، تركّز الفلسفة على سؤالين أساسيين مترابطين؛ الأول مفاهيميّ: ما هو الإرهاب؟ والثاني أخلاقيّ: هل يمكن تبرير الإرهاب أخلاقيًا؟
كان للفلاسفة مواقف متنوّعة ردًا على هذين السؤالين. بخصوص مشكلة تعريف الإرهاب، سعت المقاربة السائدة إلى الإقرار بالمعنى المشترك لمفهوم "الإرهاب" في الاستخدام الشائع. يُفهَم الإرهاب كنوعٍ من العنف، وقد سلّطت تعريفات كثيرة الضوء على تجربة الرُهب Terror أو الخوف كهدفٍ مباشر لهذا العنف. لا يُمارس العنف، ولا الرُهْب ، من أجل ذاته، بل لأجل أهدافٍ أخرى مثل الإكراه coercion، أو لتحقيق هدفٍ سياسيّ محدّد. لكنّنا نجدُ تعريفاتٍ تقطع الصلة المفاهيمية بين الإرهاب والعنف أو الرُهبِ. في ما خصّ المكانة الأخلاقية للإرهاب، اختلف الفلاسفة حول كيفية تحديدها وحول ماهية هذا التحديد.
