حصل الاستاذ الدكتور علي بن شرف الموسوي على الدكتوراه عام 1995 في مجال مراكز مصادر وتقنيات التعليم من جامعة ساوثهامبتون بالمملكة المتحدة، وعمل بجامعة السلطان قابوس بسلطنة عمان منذ عام 1985، وبصفته أستاذا متعاونا في قسم تكنولوجيا التعليم والتعلم فإن له العديد من البحوث والدراسات والفصول في الكتب والأوراق المنشورة في دوريات ومجلات محكّمة عربية وعالمية، وشارك في الكثير من المؤتمرات والورش والندوات، وساهم في إجراء ووضع عدد من الدراسات والتقارير على المستويات الوطنية والخليجية والعربية، كما أعدّ كتابا في التعلم التعاوني عام 1992 وشارك في تأليف آخر عام 2003، وفي تأليف معجم تربوي عام 2014، كما صدر له عام 2004 كتاب محكّم عن مراكز مصادر وتقنيات التعليم؛ ورأس فريقا لترجمة كتاب عن استراتيجيات التعلم الالكتروني صدر عام 2005 وكتاب آخر عن الوسائط التعليمية المتعددة عام 2010. ويمارس العديد من الأنشطة في مجالات تنمية مهارات التدريس ومهارات التعلم والتصميم التعليمي، وتشمل اهتماماته مجالات التصميم الحاسوبي والشبكي والشعر وله ديوانان شعريان مطبوعان إضافة لأخرى مدونة يدويا
