عارف تامر العلي (1921 - 1998 م) هو كاتب وشاعر، من أهل سوريا.
ولد في القدموس تابعة لمحافظة طرطوس لأسرة تنتمي لفرع محمد شاه من الاسماعيلية النزارية. وتخرج في كلية الآداب التابعة لجامعة القديس يوسف ببيروت، وحصل على شهادة الدكتوراه في مونتريال في كندا. وعمل مدرسا للغة الفرنسية في ثانويات السلمية، وكذلك درس مادة تاريخ الشرق الأوسط في جامعة القديس يوسف في بيروت.

هذه صفحات مشرقة من تاريخ دولة كبرى لعبت دورا هاما على مسرح الأحداث في الشرق العربي، فكانت من أعظم الدول الإسلامية أثرا، وأخلدها ذكرا ، وأبعدها شأوا ، وهى " دولة الصليحيين" التى لبست اليمن على ايديها ، حلل المجد القشيبة ، وانتظمت في وحدة جامعة ، ترفرف عليها أعلام العدل والأمن والسلام، وخاصة في عهد الملكة الحرة" أروى الصليحى " التى استطاعت أن تحكم اليمن بجميع أجزائها، وكان حكمها طرازا جديدا لم ير اليمنيون مثله من قبل ، لأنه استهدف وحدة الشعوب اليمنية على اختلاف أجناسها وأديانها وجمعها تحت راية سياسية واحدة تظللهم بالعلم والسلام، وتعطيهم الحرية فى القول والتفكير والاعتقاد، وكل هذا كان من الدعائم المتينة التي قامت عليها تلك الدولة ، وكان من أثرها أن خفقت راية الوحدة فى ربوع اليمن السعيدة فترة من الزمن، وأظلت أهل الوطن الواحد حكومة واحدة قوية الأركان نشرت ألوية المن والمحبة والسلام وعممت العدالة والعلم والمساواة.
