مؤلف كتاب (احياء الأرض الموات وأثره فى التنمية الاقتصادية ) وزيرمحمدسعيدي من مواليد أفغانستان ولدفى قرية مداد من مديرية جك محافظة وردك عام ١٩٥٤م' استمردراسته الابتدائية فى مدرسة بمبايى فى محفظة وردك؛ ثم أكمل دراسته المتوسطة والثانوية فى دارالعلوم العربى فى كابول عاصمة أفغانستان ثم التحق بالجامعة الإسلامية بالمدينة المنوره كلية الشريعة عام ١٩٧٨م ' وتخرج منها عام ١٩٨٢م وفى عام ١٩٨٩م عين كمدرس فى جامعة الدعوه والجهاد فى بيشاور باكستان 'وفى عام١٩٩٤م حصل على ماجستير فى الفقه من جامعة الدعوة والجهاد وكان عنوان رسالته (احياء الأرض الموات وأثره فى التنمية الاقتصادية ) وفى عام ٢٠١٠م عين كمدرس فى جامعة سلام فى كابل وعمل فيها كرئیس كلية الشريعة واحيانا كرئیس قسم الفقه والقانون

الحمد لله العلی القدیر الذی خلق الارض و السموات و من فیهن٬ واستخلف الانسان فی الارض٬ لیعمرها٬ وینورها بالعلم و الایمان٬ و انزل من برکات السماء ماء مبارکا لیحیی به البلاد٬ واخرج من برکات الرض زرعا و نباتا تعیش به العباد٬ ولم نزل نعمه سبحانه وتعالی فی کثره وازدیاد٬ مالها من نفاد.
