فى هذا الكتاب يرى البروفيسور تشالمرز جونسون ان فرض الهيمنة الأمريكية على العالم هو شكل جديد لإمبراطورية كونية تحيط العالم بنظام واسع النطاق من القواعد العسكرية المزودة بأحدث ما أنتجته آلة الحرب الأمريكية . ورغم انهيار الاتحاد السوفيتى زادت واشنطن . من وتيرة اعتمادها على الحلول العسكرية للمشكلات السياسية والاقتصادية. ويستعرض الكتاب كيف أن النزعة العسكرية الأمريكية تتلازم مع النزعة الإمبراطورية حتى أنه يصفهما بأنهما توأمان سياميان ملتصقان لايمكن الفصل بينهما. ويدلل على ذلك بالسلوك الإمبراطورى مثل خوض الحروب الانتقائية،والتدخل فى شئون الدول منذ عقود،والإطاحة بنظم حكم لاتستجيب للنزوات الإمبراطورية والعسكرية وفرض نظم عملية وديعة،وعسكرة الفضاء،والعمل الأحادى فى الشئون الدولية وانتهاك الدستور الأمريكى فى الشئون الداخلية وفرض عمليات التجسس والتصنت على المواطنين الأمريكيين، وغير ذلك.ويحذر المؤلف من أنه إذا استمرت الولايات المتحة فى توجهاتها،فإنها سوف تتعرض لمخاطر تهاوى الجمهورية الأمريكية والإفلاس وازدياد كراهية العالم لها والتروط فى حروب لاتتوقف وخسارة الديموقراطية والحقوق الدسترية ، وهى ما يسميها المؤلف جميعها "احزان الإمبراطورية".
