في عام 1995، أطلق إسماعيل سراج الدين "نائب رئيس البنك الدولي حينذاك" نبوءة عن الحروب المستقبلية وقد استشهد بها الكثيرون فيما بعد ألا وهي "إذا كان الباعث على نشوب الحروب في القرن الحالي هو النفط، فإن الباعث على نشوبها في القرن القادم سيكون المياه"، في السادس عشر من نيسان/ أبريل من عام 2001 ظهر خبر في الصفحة الأولى لصحيفة النيويورك تايمز عن ندرة المياه في ولاية تكساس وقد جاءت كلمات الصحيفة مشابهة إلى حد كبير لما قاله سراج الدين آنفاً، فقد ذكرت أن الذهب السائل في تكساس الان هو الماء وليس النفط، وبرغم صحة ما جاء على لسان سراج الدين وما ذكرته صحيفة النيويورك تايمز بخصوص أهمية الدور الذي ستلعبه المياه في الصراعات المستقبلية إلا أ، حروب المياه ليست مقرونة بالمستقبل فحسب بل إنها بالفعل تحيط بنا رغم كونها مقنعة بعض الشئ بحيث يتعذر علينا أحياناً تمييزها كحروب مياه.
