• ولد في المدينة المنورة بالمملكة العربية السعودية.
• حصل على البكالوريوس من كلية التجارة بجامعة الملك سعود بالرياض عام 1963.
• تلقى تعليمه العالي في الولايات المتحدة الأمريكية فحصل على شهادة الماجستير في الإدارة من جامعة منيسوتا عام 1966، ثم حصل على شهادة الدكتوراه في الإدارة العامة من الجامعة الأمريكية بواشنطن في مطلع عام 1970.
• تدرج في السلك الأكاديمي فحصل على درجة أستاذ عام 1979.
• عمل عميداً لكلية التجارة , وكلية العلوم الاجتماعية , وكلية الدراسات العليا، مستشار في عدة هيئات علمية, وعضو في هيئة تحرير المجلة العربية للإدارة, ومجلة العلوم الاجتماعية.
• له العديد من المؤلفات والدواوين الشعرية.

منذ زمن غير بعيد بدأ السياسيون يتداولون مصطلحين جديدين هما القوة الناعمة والقوة الصلبة وزاد استخدامهما بعد الأحداث السياسية والتغيرات في المنطقة العربية، ، وبعد احتلال أفغانستان والعراق والقوة الناعمة أو الليّنة، مصطلح سياسي حديث العهد،عرفه الفلاسفة والسياسيون القدماء بتعابير متعددة منها مثلاً التأثير والإقناع والثقافة والنموذج ويرى ميشيل فوكو، أن القوة الناعمة تتضمن إجباراً وإلزاماً غير مباشرين، تعتمد في ظهورها على القوة الخشنة أو الصلبة وتقوم بأعمال تعجز القوة الصلبة عن القيام بها والقوة الناعمة ليست دعاية سياسية، بل هي سجال عقلي يهدف إلى التأثير على الرأي العام في داخل الدولة وخارجها0
