الأمير مصطفى فاضل بن إبراهيم باشا بن محمد علي باشا وهو شقيق الخديوي إسماعيل. ولد في القاهرة في 22 فبراير 1830 و توفى في 11 نوفمبر 1875. درس في مدرسة البعثة المصرية في باريس وعين وزيرا للمعارف 1862، ثم للمالية 1864 ثم للعدل 1871. وفي 18 يناير 1863 أصبح صاحب الحق في وراثة العرش بعد أخيه إسماعيل باشا ولكن نشبت خلافات بينهما صدر على إثرها فرمان 1866 من إسماعيل بشراء كل أملاكه وترحيله إلى الأستانة لكي لا ينازعه أبناؤه في وراثة العرش وحصرها في أبناء الخديوي إسماعيل فقط وليس أكبر أبناء أسرة محمد علي باشا سناً خلافا لفرمان 1841م.
