ضمن هذا الإطار يأتي كتاب الثعالبي "تحفة الوزراء" الذي يعرف المؤلف من خلاله في الوزارة وأنواعها وشروطها ومراسيمها، مورداً في باب مستقل من أبواب الكتاب أخباراً طريفة عن الوزارة ونكت ألفاظهم وفقر من أقوالهم وتواقيعهم، وبذلك يعرض الثعالبي جانباً حياً من جوانب الحضارة الإسلامية، ويعالج فيه قضايا مهمة لها مساس مباشر بالحياة السياسية والعامة للمجتمع العربي الإسلامي.وقد رتب المؤلف كتابه "تحفة الوزراء" بشكل أبواب خمسة، وكل باب مقسم إلى فصول. والأبواب كانت على التوالي: الباب الأول: في أصل الوزارة واشتقاقها. الباب الثاني: في فضائلها ومنافعها. الباب الثالث: في آدابها وحقوقها. الباب الرابع: في أقسامها ورسومها. الباب الخامس: في ذكر كفآتهم، ونكت ألفاظهم وعفوهم ومدائكهم.وصاحب هذا الكتاب الثعالبي هو أبو منصور عبد الملك بن محمد بن إسماعيل الثعالبي، المتوفى سنة 429هـ وكانت ولادته في نيسابور سنة 350هـ. وقد كتب عن حياة الثعالبي الكثير، ويكفي هنا أن نقول عنه أنه صاحب "يتيمة الدهر" التي هي حقاً يتيمة دهرها في أهميتها الأدبية، ولما تقدمه من تراجم لأبناء عصر الثعالبي قد لا نجدها في مصادر أخرى غير اليتيمة.
