After the end of World War II in 1945, the League of Arab States was established on March 22nd, 1945, and its establishment coincided with the establishment of the United Nations Organization. It has its own charter, principles and goals, all of which are represented in coordinating public and common interests among the member states to achieve the goals. Since its inception, the number of its members has been seven member states, and the number of its members has reached twenty-two at the present time.
Although the League of Arab States, like other international or regional organizations, seeks to achieve its lofty goals stipulated in its charter, which - since its inception - has been seeking to achieve those goals, but in reality and tangible reality, it lacks those hopes to achieve the goals stipulated in the charter, which led to many local, regional and international problems of the member states, and as a result, the League of Arab States, in the opinion of the researcher, threatens to lead to a catastrophic failure, which we do not want to witness. The Arab League achieves its goals, increases its strength, solidity, and effectiveness, and considers it a role model among all public countries.
1-1 Research problem
The research deals with the problem of achieving the goals of the League of Arab States in the manner that every Arab hopes to see, achieve and contemplate, and in a manner that constitutes fruitful and desired successes from each member state.
In order to achieve these goals, the research also deals with the problem of amending the charter of the League of Arab States in a manner commensurate with achieving its goals in the desired, fruitful and effective manner, because if these texts and current established and accepted texts and rules are applied, they are not sufficient to achieve those goals and if they continue to be applied with the same approach, those goals will remain in the dark and they will remain just goals written in the charter, which is what we find in concrete practical reality to achieve the goals of the League of Arab States.
1-2 Importance of the research
The study relied on the sequence of events and their theoretical and scientific importance. The current study aims to identify the following matters:
● This study seeks to identify the various types of international organizations.
● This study seeks to identify the League of Arab States from its inception until the date of publication of the research.
● Knowing the extent to which the Charter of the League of Arab States applies the rules, texts, principles and objectives.
● This study seeks to present the visions and proposals that were presented by presenting the most famous opinions, proposals and visions of the rulers of Arab countries, as well as the most famous opinions of those interested in Arab political affairs, and finally the visions of the various strategic research centers and the opinions of the professors of public international law and researchers of international affairs.
● The study presents the most appropriate vision represented by the researcher/writer's vision by presenting some visions and proposals in order to achieve the goals of the League of Arab States and increase its effectiveness.
1-3 Research methodology
The research was subject to the documentary descriptive approach: as it is the most appropriate to study the subject as a phenomenon of the human sciences and because there is sufficient prior information on the subject, as the method is concerned with the careful and accurate collection of available records and documents related to the subject/problem of the research and then a comprehensive analysis of its contents with the aim of concluding the evidences and proofs related to the research problem to prove the answer to the research questions.
The researcher relied on a group of important sources in his study, including primary sources, including secondary sources:
Primary sources:
It contains original data and information that is as close to reality as possible. It often reflects the truth and is rarely tainted by distortion. It can also be said that the primary sources are the ones that reach us without going through the stages of interpretation, change, deletion and addition. Among the sources that the researcher relied on are also scientific research, manuscripts, secondary reports, statistics issued by official institutions, historical documents and published and unpublished autobiographies.
Secondary sources:
The researcher relied on written books, periodical articles and other sources transmitted from other primary and non-primary sources, as well as the official website of the League of Arab States.
1-4 Research Scope
The subject of study is defined by the following limits:
− Objective limits: a study on the League of Arab States, its charter, organs, institutions and organizations
− Spatial boundary: Organization of the League of Arab States
− Time limit: seventy-six years for the League of Arab States - The period between 1945 to 2021 - The year of the publication of this research.
1-5 Procedural terms of the research
Regional organizations:
Regional organizations mean those organizations that regulate relations between a number of countries united by a single region or common interests. It is the oldest type of organization.
The term regional organizations has evolved greatly. The term territoriality constitutes the basis of the geographical factor in it. At the present time, the geographical factor is no longer the basis for determining regional organizations, as the concept of regional organizations has evolved to include countries that are not located in a specific region, such as the League of Arab States, which includes countries in the continents of Asia and Africa that all share economic, technical, social, political and other interests.
Charter of the League of Arab States:
It is the set of rules and texts governing the Organization of the League of Arab States, or known as the Arab League, which was signed on March 22nd, 1945.
Alexandria Protocol:
It is considered as the preparatory work for the charter of the League of Arab States, which was signed on October 7th, 1944 in the city of Alexandria in the Arab Republic of Egypt; one of the members of the Arab League and one of its founders.
The draft amendment to the charter of the League of Arab States:
It is what is proposed of new texts and materials, or what already exists with a proposal to be amended.
