إن التطورات التي شهدها العالم في الربع الأخير من القرن الماضي وصعود ما يسمى بالإقتصاد الرمزي الذي يكون فيه رأس المال النقدي المصدر الأساس للأرباح من خلال المضاربة في أسواق المال العالمية، التي استبعدت مشكلة المكان واختصرت الزمان بفضل ثورة المعلومات والإتصالات، أدّت إلى نمو هذا الإقتصاد بشكل يفوق نمو القطاع الحقيقي.
وهذا ما فرض أدوات وآليات جديدة على حركة الإقتصاد العالمي، والعولمة الإقتصادية وإن امتدت جذورها إلى القرن الخامس عشر - بحسب رأي البعض - إلا أنها جاءت ليس كمجرد وضع دولي جديد أو إعادة لترتيب العلاقات الدولية بعد إنهيار المنظومة الإشتراكية، وإنما لإحداث تغيرات جذرية في النظام الدولي وتكييف أدواره من خلال آليات التغيير التي تستخدمها الرأسمالية في إنتاج أدواتها لتشكل نظام دولي جديد يتصف بالشمول بحيث لا توجد دوله تكون خارج نطاقه، ومكوناته لا تقتصر على الدول بل هناك مكونات قد تكون فوق القومية، لتؤدي إلى عملية تدويل الإنتاج بدلاً من إنتقال السلع والخدمات ورؤوس الأموال مما أدى إلى تصاعد وتائر الإستثمارات الأجنبية المباشرة التي محورها الشركات المتعددة الجنسيات، فضلاً عن تدويل رأس المال بفضل ثورة الإتصالات بشكل أصبحت أنماط التجارة مرتبطة بحركية رأس المال.
تسعى هذه الدراسة إلى تحقيق أهداف عدة تبدأ بدراسة العولمة المالية وعناصرها والنمو الإقتصادي من الناحية النظرية، ثم تحليل عناصر العولمة المالية وتدفقات رؤوس الأموال الداخلة والخارجة من والي دول مجلس التعاون الخليجي، فضلاً عن تحليل الهيكل الإنتاجي والمالي في تلك الدول ثم تقويم الأداء للقطاع المصرفي وأسواق المال في دول العينة، وأخيراً وبالنظر إلى عدم وضوح العلاقة بين عناصر العولمة المالية وبالأخص الإستثمار الأجنبي المباشر والنمو الإقتصادي فقد سعت الدراسة إلى تحديد العلاقة السببية وإتجاهها بينهما.
