جاء هذا الكتاب الأول من نوعه نظراً للحاجة الماسة لفهم وتوضيح أحكام قانون الجمارك الأردني مقارنة بالتشريع المصري والجزائري والفرنسي، والتي لم يتعرّض لها مؤلَّف سابق بشكلِ وافٍ، حيث تضمن هذا الكتاب البحث في ماهيّة جرم التهريب الجمركي وخصوصية المسؤولية الجزائية المترتبة عليه وما تضمنته من أحكام خاصّة تُعدّ بمثابة خُروج عن بعض القواعد الجزائية العامة، مثل إفتراض المسؤلين جزائياً مسبقاً وضآلة الركن المعنوي وإقرار نظام مصالحة خاص لإسقاط دعوى الحق العام، وكذلك يتعرّض هذا الكتاب إلى الإجراءات النوعية والقضائية المترتبة على المخالفات الجمركية الصادرة من قبل دائرة الجمارك وطرق الطعن بها أمام اللجان الخاصة وأمام المحاكم الجمركية المختصة. (جرائم التهريب الجمركي، المخالفات الجمركية).
