الأستاذ الدكتور عبد النور أحمد، أستاذ التعليم العالي بالمركز الجامعي نور البشير بالبيض، دولة الجزائر منذ سنة 2011، متحصل على شهادة الماجستير في القانون الدولي الخاص، والدكتوراه في القانون الخاص من جامعة أبو بكر بلقايد بتلمسان، وشهادة التأهيل الجامعي من جامعة ابن خلدون بتيارت، مارس عدة مهام إدارية وبيداغوجية بالجامعة الجزائرية منها رئيس قسم، ومسؤول فريق شعبة التكوين، وعضو في المجلس العلمي، ومدير مساعد مكلف بالبحث العلمي بمعهد الحقوق والعلوم السياسية، ورئيس لجنة آداب وأخلاقيات المهنة الجامعية للمركز الجامعي نور البشير البيض، كما له عدد من الأعمال العلمية المنشورة في مجال التخصص، وشارك في عدة ملتقيات وأيام دراسية دولية ووطنية، ومحكم ضمن مجموعة من المجلات العلمية الجزائرية، ويشارك بصفة منتظمة في لجان المناقشة الخاصة بأطاريح طلبة الدكتوراه ومذكرات طلبة الماستر.

هذا المؤلف البيداغوجي يرتبط بأحد أهم مواضيع القانون الدولي الخاص، وهو حصيلة للمحاضرات التي تم إلقاءها على طلبة السنة الأولى ماستر قانون الأسرة بمعهد الحقوق والعلوم السياسية بالمركز الجامعي نور البشير بالبيض في مادة تنازع القوانين في قضايا شؤون الأسرة، وقد كان الهدف من هذا المؤلف البيداغوجي التركيز على ما جاء به القانون الدولي الخاص في كل ما يخص مسائل شؤون الأسرة، من خلال عرض الجانب النظري الخاص بهذه المسائل وتقديم الشروح اللازمة التي تنير ذهن الطالب بأسلوب سهل ومبسط يتناسب مع مرحلة الماستر، هذه الشروح تم تدعيمها بجانب تطبيقي عن طريق وضع أمثلة وحلولها، كما تم الاعتماد في أغلب الأحيان على آراء باحثين جزائريين وعلى قرارات المحكمة العليا.
