فالكتاب يعالج موضوع الحمقى والمغفلين وقد قسمه ابن الجوزي إلى أربعة وعشرين بابًا، ففرّق بالحماقة وشرح معناها، وذكر أسماء الحمقى وبين صفاتهم، وحذر من صحبتهم وأشار إلى ضرب المثل في حمقه وتغفيله، وذكر جماعة من العقلاء صدرت عنهم أفعال الحمقى فأصروا عليها مستصوبين لها فصاروا بذلك الإصرار حمقى ومغفلين. ثم انتقل ليحدثنا عن المفقلين من القراء والمصحفين ثم ذكر المغفلين من رواة الحديث ومن الأمراء والولاء، وذكر المغفلين من القضاء ومن الكتاب والحجاب والمؤذنين والأئمة والأعراب والمتحذلقين، وأشار إلى ذكر من قال شعرا من المغفلين وتحدث بعد ذلك عن المغفلين من القصاص والوعاظ والمتزهدين والمعلمين وأنهي الكتاب بفصل عن أخبار المغفلين على الإطلاق.
