كتاب "أخبار الحمقى والمغفلين" كتاب تراثي، وهو يندرج في ظاهرة في إطار الكتب الترفيهية، ولكنه في الواقع يصور لنا جوانب من المجتمع في العصر العباسي، هذا المجتمع الذي عاش فيه ابن الجوزي وعاصر علماءه وأناسه، وآلمه ما شاهد من أخبار بعضٍ من الحمقى والمغفلين؛ فآثر أن يكتب فيهم كتاباً، يستعرض فيه جميع جوانب عاهة العته والحمق، معرفاً في بدايته بهذه العاهة ومبيناً الفرق بينها وبين الجنون، ومن ثم ينتقل إلى بيان أن الحماقة بعضها غريزي وبعضها ناجم عن إهمال وسوء تقدير، ثم بين أن الحماقة كامنة في نفس كل إنسان، فكل إنسان لا يخلو من حمقة مهما كانت صغيرة. وانتقل بعد ذلك إلى ذكر أسماء الحمقى ثم صفات الاحمق الجسدية، صفة الرأس، العين، العنق، اللحية، الهامة، الكلام... وبعد ذلك ذكر صفات الأحمق الخلقية: العجب، كثرة الكلام، الخلو من العلم. وتوجه بعد ذلك إلى التحذير من صحبة الأحمق وبين مضارها. ثم انتقل إلى ذكر من ضرب بهم المثل في الحمق من الرجال والنساء وأخبارهم. وذكر بعد ذلك أن الحمق يصدر عن العقلاء أحياناً بل يصدر من أحسن الناس عقولاً وذكر أمثلة على ذلك من مختلف طبقات الأمة، قادتها، امرائها، فضائلها، فقهائها، إلى أقل الناس منزلة في المجتمع، وخصص لكل صنف من هؤلاء باباً تحدث بإسهاب عن أخبارهم وقصصهم وحوادثهم.
وقد اختار المحقق "محمد شريف سكر" تحقيق هذا الكتاب بالذات لأنه وجد أن معظم ما ينشر من كتب التراث ذو صبغة جادة فأراد أن يروح عن القراء بكتاب يبعد السأم عن قارئه ويضحكه ويدعم معلوماته بالعديد من المعلومات عن الحمقى والمغفلين، وتجلى عمل المحقق بـ: أولاً: مراجعة الآيات الكريمة وتخريجها وشرح غوامض كلماتها، ثانياً: تحقيق النص وتصحيح ما فيه من أخطاء نحوية وضبط الأبيات الشعرية، ثالثا: وضع عناوين فرعية في كل من أبواب الكتاب. رابعاً: تدوين دراسة هامشية موجزة لسير الرجال البارزين الوارد ذكرهم في الكتاب. خامساً: شرح الكلمات الغامضة، وشرح الاصطلاحات العلمية وكذلك معاني الكلمات التي تغير مفهومها عبر العصور، سادساً: وضع فهرس مفصل للموضوعات وآخر للأعلام التي جرت دراستها.
