تعد محطات تعبئة الوقود إحدى مستلزمات النقل المهمة، وعاملاً مهماً للسيارات كونها تسهل عملية الحركة والتنقل داخل المدينة، إذ أنها المصدر التي تتزود منها السيارات بالوقود(1)، كما أنها تمثل مرفقاً حيوياً ومهماً من مرافق النقل ومفصل من مفاصل حركة السيارات داخل منطقة الدراسة(2)، حيث تستمد أهميتها وخصائص اشتغالها من توزيعها المكاني الذي يساعد على استمرار حركة السيارات ورفع كفاءة اشتغالها، وكان من شأنها تطوير السيارة وتحديد نوع الوقود المستخدم، وقد تزايد أعداد السيارات وتعددت منافعها وازداد الطلب على الوقود، وكان هذا دافعاً لاهتمام الدول من خلال وضع الخطط التي تنظم قطاع النقل وأسلوب عمله ومتطلباته، وكانت محطات تعبئة الوقود جزءاً من هذه الخطط لتواكب التطور الحاصل في بناء الطرق وزيادة عدد المركبات وما يلحقه من زيادة في حركة النقل
