يتمثل الهدف الرئيس في دراسة وتحليل جوانب التركيب الداخلي للنواة القديمة بمدينة المنصورة، والكشف عن المشكلات التي تعانى منها البيئة الحضرية، وإمكانات التجديدات العمرانية المتاحة التي يمكن استغلالها في عمليات التنمية العمرانية، مما يحقق بيئة سكنية مريحة تساعد على نمو الحياة الأجتماعية السليمة (محمد جاسم شعبان العانى, 2007, ص 187), وذلك من خلال الكشف عن الإمكانات غير المستغلة، وإمكانية الاستفادة القصوى ومحاولة تحديد المشكلات التي تعوق الاستفادة من تلك الإمكانيات، هذا فضلاً عن محاولة صياغة إستراتيجية ملائمة لتنمية تلك المناطق من خلال اختيار أنسب أساليب التعامل معها، وبما يتفق مع معطيات المكان ومع الموارد والإمكانيات المتاحة للدولة والاتجاهات التخطيطية بهاوذلك باستخدام نظم المعلومات الجغرافية (GIS).
