ليست المدينة بالظاهرة الجديدة في تاريخ المجتمعات الإنسانية، فهي ترقى إلى أقدم العصور، وربما إلى بدايات الحضارات، وقد أخذت أشكالاً ثلاثة، فثمة المدينة السياسية في البدء ومن ثم المدينة التجارية في القرون الوسطى وأخيراً في أيامنا المدينة الصناعية.
إلا أن هذه الأخيرة تتميز عن المدينتين السابقتين بأنها امتصت الريف والطبيعة وصارت مواطن السكن العادي والطبيعي للإنسان بحيث إن الحضارة الحديثة ليست بالدرجة الأولى حضارة إستهلاكية أو صناعية مبرمجة أو تكنولوجية... كما قيل في تحديدها، بل هي حضارة عمران المدن، فتنظيم المدينة أو العمران الذي يقفز اليوم إلى المرتبة الأولى في سلم إهتمامات الإنسان بشكل في نظر المؤلف سيرورة مستمرة هي ثورة اليوم والغد.
وبالفعل فإن إحدى المشكلات الكبرى التي يواجهها الإنسان اليوم هو السيطرة على مدن كطوكيو ونيويورك، لندن وباريس... بتكاثر سكانها بإستمرار وتتكاثر نظيراتها في العالم كله بسرعة متزايدة.
فالعمران ليس مشكلة من جملة مشكلات أخرى، إنه مشكلة كلية تشد إليها المشكلات الإنسانية الأخرى، السياسية منها والإقتصادية النظرية والعملية.
فكيف تنظم فسحة العمران المتضخمة بإستمرار بحيث تصبح سكناً يستطيع الإنسان أن يحيا ويتنفس فيه بيولوجياً وعاطفياً؛ جسدياً وعقلياً؟...
هذا هو السؤال الأساسي الذي يطرحه المؤلف بعد دراسة شاملة وكثيفة للثورة العمرانية.
