مستل من كتاب الإصلاح الإسلامي المعاصر الذي قدم الكتاب فيه قراءة منهجية اجتماعية لخمس قضايا مهمة من قضايا الخطاب الإسلامي المعاصر. وكانت القضية الثانية التي يقع ضمنها موضوع هذا الكراس هي قضية نظام العقوبات الإسلامي باعتباره من ثوابت الشريعة، حيث وضح الكاتب فيه أن هذا النظام وثوابته لا مجال فيها للتشدد والتهديد والوعيد، بل هو نظام متكامل مرن يزن كل أمر بميزان العدل والرحمة وقصد تحقيق أمن المجتمع، وكيف يفرق الإسلام بين جرائم أخطاء الطبع ونزواتِ النفوس وبين الدماء والأموال بما يحقق الأمن الاجتماعي بأدنى قدر مناسب من العقوبة، وكيف أن ما يدعى بالحدود هو في الحقيقة سقف العقوبة، حيث الصفح والعفو مرغوب ومطلوب. يطرح الجزء الخاص بالردة الذي يعاد نشره في هذا الكراس نظرة جديدة موثقة للموضوع، تستند إلى عدم الخلط بين أبعاد العلاقات العقدية والقانونية، وإدراك العلل بما يحقق المقاصد عبد الحميد أبو سليمان:من مواليد مكة المكرمة عام (1355ﻫ/1936م)، دكتوراه في العلاقات الدولية من جامعة بنسلفانيا في الولايات المتحدة الأمريكية عام 1973م. المؤسس والرئيس السابق ورئيس مجلس أمناء المعهد العالمي للفكر الإسلامي. المؤسس والرئيس الأسبق لجمعية علماء الاجتماعيات المسلمين. المؤسس للمجلة الأمريكية لعلوم الاجتماعيات الإسلامية في أمريكا. من مؤسسي: اتحاد الطلبة المسلمين في أمريكا، والاتحاد الإسلامي العالمي للمنظمات الطلابية، والندوة العالمية للشباب الإسلامي. أستاذ ورئيس قسم العلوم السياسية في جامعة الملك سعود (1964-1984م). مؤسس ومدير الجامعة الإسلامية العالمية في ماليزيا (1988-1999م). له العديد من الكتب والبحوث في مجالات الفكر الإسلامي المختلفة، منها: "النظرية الإسلامية للعلاقات الدولية"، و"أزمة العقل المسلم"، و"أزمة الإرادة و الوجدان المسلم"، و"الرؤية الكونية الحضارية القرآنية"، و"إشكالية الاستبداد والفساد في التاريخ الإسلامي"، و"الإصلاح الإسلامي المعاصر"، و"قصة جزيرة البنائين"، و"قصة كنوز جزيرة البنائين".
