أنماط المشرع باللجنة المشكلة وفقاً لنص المادة 11 من قانون أكاديمية الشرطة استبعاد الطلبة الذين اجتازوا الاختبارات المقررة إذا لم تتوافر فيهم مقومات الهيئة العامة أو اتزان الشخصية أو صلاحية البيئة أو التحريات الجدية المناسبة. سلطة اللجنة في هذا الشأن سلطة تقديرية بلا معقب عليها طالما خلا تقديرها من إساءة استعمال السلطة أو الانحراف بها. لم يحدد القانون أي ضابط خاص يلزم تلك اللجنة عند استبعاد من ترى عدم توافر مقومات الهيئة العامة أو اتزان الشخصية في شأنهم فيما عدا الضابط العام الذي يحد كافة تصرفات الإدارة وهو عدم الانحراف بالسلطة.
