طلب مني ان أقدم للمتقاضين بصفة عامة والمشتغلين بالقانون بصفة خاصة مائدة قانونية تحتوي على كل ما لذا وطاب من دفوع قانونية سواء كانت من جانب المدعي أم من جانب المدعي عليه أم من ناحية القضاة أنفسهم وهي الدفوع المتعلقة بالنظام العام والذي يجب على المحاكم أن نتعرض لها من تلقاء نفسها حتى ولو لم يبدي من أحد المتقاضين دفوع بشأنها. ولم يكن كل ذلك من فراغ وإنما من كثرة الاستفسارات المتعلقة بهذا الموضوع الهام خاصة أنه لم يحصل على حظه الوفير مثل غيره من الموضوعات في البحث والتنقيب، فكان ذلك دافعي إلى محاولة البحث والتنقيب لهذا الموضوع الحيوي والهام.
وأردت في محاولة مني في أن يخرج مؤلف الدفوع أمام محاكم مجلس الدولة بإذن الله ليكون مرجعاً كاملاً يشبع رغبة الجائع ويروي ظمأ المتعطش، ولقد أقدمت على هذا العمل والأمل يحدوني داعيا المولى عز وجل أن يلقى هذا الجهد المتواضع استحسانا وأن يعود على البشرية بالنفع ويسهم ولو بقدر في تيسير مهمة القاضي والمتقاضي أمام محاكم مجلس الدولة، والقصد من هذ العمل أن أسهل طريق المتقاضين بالعلم الكاف للدفوع القانونية التى يمكن الدفع بها أمام القضاء الإداري.
