ولد الأديب الكردي “بختيار علي” عام 1960 في مدينة السليمانية شمالي العراق؛ وفي نهاية سبعينيات القرن العشرين التحق بكلية العلوم فرع الجيولوجيا بجامعة السليمانية، إلا أنه سرعان ما انخرط مع عدد من أصدقائه الأكراد في أنشطة طلابية تنادي بحرية التعبير.. كما أنه شارك في مظاهرات مناهضة للحرب العراقية – الإيرانية، وبسبب هذه النشاطات الطلابية قررت الحكومة العراقية نقل جامعة السليمانية إلى مدينة أربيل؛ ومن هناك استمر الطلاب في نشاطهم السياسي ومظاهراتهم المناوئة لسياسات حكومة البعث في العراق، وأصيب بختيار علي برصاص رجال الأمن ونُقل إلى المستشفى حيث ألقوا القبض عليه ونقلوه إلى سجن كركوك وبقي هناك قرابة سنة.
