شهد العقد الحالي تطوراً هائلاً في مجال الاهتمام بالأشخاص ذوي الإعاقة، حيث عززت العولمة الحاجة إلى إعتماد التنوّع، وكانت الإعاقة عاملا مهما جدا في النقاش حول التنوّع.وإن الفهم الحقيقي للتعامل مع احتياجات ذوي الإعاقة ومشكلاتهم وإعادة تأهليهم ودمجهم في المجتمع لابد أن تتم من خلال سياسات اجتماعية لإعادة استثمار قدراتهم وتمكينهم وتحويلهم من طاقة انتاجية معطلة إلى طاقة منتجة فعالة في حدود امكاناتهم وقدراتهم ليكون لهم دور في بناء المجتمع. ومن هنا سعت المنظمات الدولية ومنذ ثمانينيات القرن الماضي إلى إدراج الإعاقة وحقوق الأشخاص ذوي الإحتياجات الخاصة ضمن الأجندة الدولية، وفي هذا الإطار تم تخصيص عام (1981) عاماً دولياً للمعاقين والتي تضمنت ثلاث محاور أساسية هي الحماية و التأهيل و تكافؤ الفرص. وتمثل خطة العمل هذه ترجمة برامجية طويلة المدى في مجال كافة حقوق الأشخاص ذوي الإعاقة، وفي عام (1993) أقرت الجمعية العامة للأمم المتحدة القواعد الموحدة بشأن تحقيق تكافؤ الفرص للمعاقين، وشهدت الألفية الحالية دخول اتفاقية الأمم المتحدة لحقوق ذوي الإعاقة حيز التنفيذ في 3 مايو (2008
