لاشك أن نجاح خطة التنمية الاقتصادية والاجتماعية وتحقيقها لاهدافها لا يمكن أن تتم إلا بحسن استخدام الموارد المتاحة المادية و البشرية. وكذلك نجاح المشروعات المختلفة في جميع المجالات. فاستخدام الموارد المتاحة دون اسراف أو تقصير يتوقف أساسا على كفاءة الادارة, فهلْ للإدارة قوانين يمكن تحديدها وتعميمها مثل الفيزياء مثلاً ؟ هلْ يمكن وضع الممارسة الإدارية في مختبر وتحديد وعزل المتغيرات عن بعضها وإجراء التجارب عليها؟ وهلْ الإدارة نوع من الإبداع والموهبة الشخصية، والَّتي لا يمكن وضع أسس عامة لها وتعميمها على كافة المجتمعات والمواقف كالشعر والرواية ؟ وهلْ الإدارة فلسفة تعتمد على قدرة الشخص في استنباط العلاقات والحكم عليها ؟الإجابة بالإيجاب يعنى أنَّ الإدارة علم ثابت له قوانين يمكن تعميمها والإجابة بالسلب يعني أنَّها فن تعتمد على الخبرة الشخصية. والعكس صحيح بالنسبة للسؤالين الأخيرين. ولكن لا يجب النظر إلى الإدارة من زاويةٍ واحدةٍ وحصرها فيها. فهل الإدارة علم أم فن أم مهنة ؟
